Atty. Vicente Homer B. Revil Vice Governor, Masbate Secretary General, LVGP

Through the support of the able leadership of current LVGP President Hon. Leonides N. Fausto of Cagayan, Atty. Vicente Homer B. Revil of Masbate, current Secretary General of the LVGP keeping true to his campaign promise, lobbied for the approval and realization of the continuing capacity building of all LVGP members.

The collaboration between the LVGP and the Development Academy of the Philippines (DAP), the premier Institution mandated by the government to provide capacity building for local officials started with the creation of a technical working group headed of Atty. Vicente Homer B. Revil, LVGP Executive Director Annalyn “AJ” J. Flores together with Ms. Imelda Caluen- Acting Managing Director of the Center for Governance, Mr. Alvin Principe-Acting Director of the Local Governance and Development Office and Marianne Mae Solangon, Program Manager who initially plotted the direction of the academic modules.   The technical working group tirelessly scheduled and brainstormed to maximize the output of the academic modules to fully cater to the training needs of the Vice Governors for final academic crediting by the DAP graduate school under the direction of Dean Gloria J. Mercado.       The finished product of the TWG was adopted by the plenary during the organizational planning of the League aptly held in the home province of LVGP President in Cagayan Valley, August 2010.

Meanwhile, a group lobbying for the financing of the project was created headed by Vice Governor Leonides N. Fausto with Atty. Henry S. Oaminal, Vice Governor of Misamis Occidental, current LVGP Vice President for External Affairs/General Counsel and Atty. Vicente Homer B. Revil who successfully sought the assistance of Senate President Juan Ponce Enrile through the office of Cagayan 1st District Representative Jack C. Enrile who provided the study grant for the LVGP members.  
 
In September 2010, the LVGP headed by Hon. Leonides N. Fausto together with the Development Academy of the Philippines headed by Antonio D. Kalaw, Jr. entered into a memorandum of agreement for the holding of a series of short-term training courses leading to a Diploma in Local Governance and Development for Vice Governors which will run from 2010-2012.      The ambitious academic program aims to fulfill one of the six point agenda of the League in providing continued capability building program for Vice Governors.

The LVGP Diploma in Local Governance and Development being the first of its kind catering to local legislators is a breakthrough in finding the best adult learning environment for practicing local officials.   Once again, the League of Vice Governors of the Philippines has proven itself as a trail blazer towards excellence in governance.
